Percy has most of his men out there looking for Lightning with an order to bring the woman back alive.
He had rescinded the order of bringing her in dead or alive when his second reminded him of the contract at hand and that they still need someone to carry out the kill.
Having lost most of their skilled assassin in the latest hunt and Lightning out in the wind there wasn't anyone skillful enough to assassinate the vice president and that is why he wants the runaway assassin brought back in alive.
Once she has completed the mission Percy will then take care of her. Which means they need to start afresh recruitment.

Dark Shadow sat quietly in a hidden dark corner inside a shady-looking bar nursing his drink while all around him noise and chaos reigned.
