ROMAN POV.

I had just arrived at my destination and I paused to see the terrible state of things that were here.

This only confirms my suspicion of Kai and his corrupt activities. I look at the city I was in, seeing the mess. It was far from developed and the people were either sick or hungry.

This was the same Kai had told me, the same place he spoke about the renovation. The whole place was restored but coming here it was different.

This was the place that got hit after the last war, we don't normally fight in living areas, however, the last war was an attack, the village was attacked, burnt and could have killed half of the population if I hadn't gone there.

And I noticed recently that more money has been coming here for redevelopment. I was in the disguise of a commoner, to collect evidence.

And so, when I came down the horse, I rented an inn and soon settled down. I heard the village was quiet during the day but noisy at night, so at night time I will go collecting information.
